【轉知教育部防疫通報】辦理集會活動請務必配合防疫措施【Announcement from Ministry of Education epidemic prevention】

說明依據教育部110119日通報指示各級學校注意辦理集會活動之防疫措施規定,並配合下列事項摘要:

一、為防範COVID-19社區感染風險,提醒如有辦理集會活動之主辦單位,應依循指揮中心1091129日修正公布之「COVID-19(武漢肺炎)因應指引:公眾集會」,妥為評估該活動舉辦之必要性及相關風險程度,若決定舉辦,應訂定完整防疫應變計畫,落實防疫相關準備及措施;依據指揮中心110119日新聞稿,若無法於活動前嚴格執行完整風險評估,並規劃完善之防疫配套措施,強烈建議取消或延後舉辦

二、進行相關風險評估,必要時得邀集集會活動主管機關及地方衛生單位等共同討論,建議評估指標如下:

()能否事先掌握參加者資訊

()活動空間之通風換氣情況

()活動參加者之間的距離

()活動期間參加者為固定位置或不固定位置

()活動持續時間:原則上時間越長,風險越高。

()活動期間可否落實手部衛生及配戴口罩:可落實者風險較低,不能落實者風險較高。

三、對於有慢性肺病(含氣喘)、心血管疾病、免疫不全需長期治療者等,於國內嚴重特殊傳染性肺炎疫情流行期間,建議避免參加集會活動

四、宣導生病在家休息不參加集會活動,如有發燒、呼吸道症狀、腹瀉、嗅味覺異常等疑似症狀,以及指揮中心「具感染風險民眾追蹤管理機制」所列居家隔離、居家檢疫、加強自主健康管理及自主健康管理者,不得參與聚會活動。

五、活動如有用餐時,應依據指揮中心109410日修正公布之「COVID-19(武漢肺炎)因應指引:社交距離注意事項」,須保持足夠的社交距離或以隔板、屏風進行區隔。無法保持社交距離時,則應「分時分眾」用餐,以維持足夠的社交距離。

教育部通報內容請詳閱附件。提醒寒假期間疫情仍然險峻,請隨時留意最新疫情,無論參加或辦理任何活動,務必依照中央流行疫情指揮中心及教育部規定辦理。

Note: In accordance with the instructions notified by the Ministry of Education on January 19, 2021, schools should pay attention to the regulations on epidemic prevention measures for gathering activities and cooperate with the following summary:

1. In order to prevent the risk of COVID-19 infection in the community, it is reminded that if any organizer handles the rally, it should follow the "Guidelines for Response to COVID-19: Public Meetings" published by the Command Center on November 29, 2020. In order to assess the necessity of holding the event and the degree of related risks, if it is decided to hold it, a complete epidemic prevention plan should be formulated, and relevant preparations and measures for epidemic prevention should be implemented; according to the command center's press release on January 19, 2021, if it is not possible for strictly implement a complete risk assessment, and a complete epidemic prevention measures plan before the event. It is strongly recommended to cancel or postpone the event.

2. Carry out relevant risk assessments. If necessary, invite the competent authorities of the rally and local health units to discuss together. The recommended assessment indicators are as follows:

(1) Can you grasp the information of participants in advance

(2) Ventilation of the activity space

(3) Distance between event participants

(4) Participants in fixed or unfixed positions during the event

(5) Activity duration: In principle, the longer the time, the higher the risk.

(6) Whether it is possible to implement hand hygiene and wear masks during the event: those who can do it have a lower risk, those who cannot do it have a higher risk.

3. For those with chronic lung disease (including asthma), cardiovascular disease, and immune insufficiency who require long-term treatment, it is recommended to avoid participating in gatherings during the epidemic of COVID-19 .

4. Advocating that people who are sick should rest at home and not to participate in gathering activities. People with symptoms such as fever, respiratory symptoms, diarrhea, abnormal smell and taste as well as people who are at home isolation, home quarantine, and strengthening of autonomy shall not participate in gathering activities. These regulations are listed in the "Person at Risk of Infection Tracing Management Mechanism" in the command center.

5. If there is a meal during the event, please follow the "Guidelines for COVID-19 Response: Social Distance Precautions" published by the Command Center on April 10, 2020. You must maintain adequate social distance or use partitions or screens. Perform segmentation. When it is not possible to maintain social distancing, you should “time-sharing and focus on the crowd” to maintain adequate social distancing.

6. Please read the attachment for details of the content notified by the Ministry of Education. Reminded that the epidemic situation is still dangerous during the winter vacation. Please pay attention the latest epidemic situation. Whether you participate in or handle any activities, you must follow the regulations of the Central Epidemic Command Center and the Ministry of Education.
